The Ultra-Low Emission Zone Explained

What you need to know about the Ultra-Low Emission Zone (ULEZ) due to be introduced in 2019.

  • What is the ULEZ?
    The ULEZ is a defined area where vehicles must meet strict emission requirements to enter, or must pay a daily charge if they do not meet the standards. It is a progression of the Low Emissions Zone that was introduced in Greater London in 2008 to tackle pollution from HGVs.

    Where is the ULEZ?
    The first ULEZ will be introduced in London from April 8th 2019. Currently, the London ULEZ is the only one officially planned but the Government has outlined their intentions to allow local authorities to introduce their own clean air zones in other cities. The Scottish Government has also drafted plans to introduce similar zones.
    The London ULEZ will initially cover the same area as the current congestion charge zone and will expand to include the area bound by the north and south circular roads from October 2021. This will cover an area roughly 18 times larger than the initial zone. Unlike the congestion charge the ULEZ will operate 24-hours a day, rather than just at peak hours.

    How much will it cost?
    Vehicles that don’t meet the emissions standards will have to pay £12.50 each day they are used in the ULEZ. This charge is on top of the existing £11.50 congestion charge for entering the city centre between 07:00 and 18:00 on weekdays. Failure to pay the fine will lead to a £160 fine. You can make a payment online, through the official TfL app or over the phone.

    What vehicles are affected?
    All cars, vans, motorcycles, buses and other heavy goods vehicles will be required to pay the charge if they do not meet the standards.
    Motorcycles will be required to meet Euro 3 standards; petrol cars and vans will be required to meet Euro 4 standards and diesel cars and vans will be required to meet Euro 6 standards.
    A general rule of thumb is that petrol cars pre-2006 and diesel cars pre-2015 will be required to pay the charge. You can check whether your car meets the emissions standards on the TfL website.

    Are there any exemptions?
    Existing taxis are exempt from the charge for up to 15 years.
    Vehicles registered with a disabled or disabled passenger tax class will not be subject to the charge until October 26th 2025.
    Vehicles registered for the resident’s congestion charge discount will also receive a 100% discount from the ULEZ charge until October 24th 2021.
